HK ladies, it's raining men on the mainland

In 30 years' time, there won't be enough men for women to marry in Hong
Kong.

That's the projection by Hong Kong's Census and Statistics Department.
Census figures suggested that in the three decades to come, the number of
men for every 1,000 women would sharply come down from 912 in 2006 to 709
in 2036.

Moreover, the situation is going to be worst for those aged between 25
and 44. Even after assuming that the tens of thousands of foreign
domestic helpers wouldn't vie with local women for males, there would
only be 664 men for every 1,000 women in this age group, which is the
golden age for marriage and child bearing. And there would be only 695
men for 1,000 women in the next group, aged 45-64.

The situation is further aggravated by the fact that more Hong Kong men
are looking northward for brides. In 2006, about 28,000 Hong Kong men
married mainland women, an increase of more than 80 percent over 2001,
while only about 6,500 Hong Kong women married across the border last
year.

The reason for this increasing asymmetry is not that Hong Kong mothers
are giving birth to less baby boys. Nor are there more women migrating to
the Special Administrative Region from the mainland than men. The trend,
according to Commissioner for Census and Statistics Fung Hing-wang, was
caused by the growing number of Hong Kong men working and residing on the
mainland.

Being more adventurous and career-minded than females, Hong Kong men are
more willing to be deployed away from the hometown or cross the border to
seek jobs with promising prospects that the mainland's burgeoning economy
is able to provide.

The professional and management skills of many Hongkongers have given
them an edge in carving out their career there. The Closer Economic
Partnership Arrangement that is designed to help Hong Kong professionals
find business opportunities on the mainland has contributed in part to
this northward thrust of Hong Kong men.

One may argue that it does not matter whether the gender balance is
tipped since it is also a trend in Hong Kong, as well as in many other
parts of the world, for men and women, especially women, to stay single.
Government figures show that some 1.34 million Hong Kong women over the
age of 15 are not married. That constitutes 43 per cent of the female
local population.

But the fact that these women are not married does not mean they do not
need a male partner. Some do not want to be tied down legally by
marriage. Some want a sex partner but do not want to live with them.

What Hong Kong ladies have to do is to look further north - there are
some 650 million males on the other side of the border.

They can rest assured that education levels and financial conditions of
the average mainland man are improving. According to some mainland
economists, there are about 200 million people on the mainland satisfying
the definition of "middle class" - those who earn between 60,000 to
500,000 yuan a year. And the number will surge to 350 million in 10 years.

It is, therefore, not too difficult for Hong Kong ladies to find their
prince charming on the mainland if they do look a little harder.

In order to cash in on Hong Kong women's potential demand for mainland
spouses, it might be time for those with entrepreneurial spirit on either
side of the border to start investing heavily in the cross-border
match-making business.

This strategy is in keeping with the inevitable trend of Hong
Kong-mainland integration, though in a matrimonial, or carnal, sense.

Media and gender equality

I was cynically pleased when Communication University of China (CUC) in
Beijing trumpeted the establishment of an UNESCO Chair on Media and
Gender in its campus last week as the country's first journalism and
communications research facility to link media studies with gender issues.

As early as in 1995, during the United Nations Fourth World Conference on
Women held in Beijing, the member states promised to focus on 12 key
areas to help women's advancement towards achieving gender equality.
Women and media was identified as one of the priority areas of concern.

But it still took a decade before a leading - arguably the best -
institution of higher learning for training media professionals decided
it was time they went into that area of research.

It is not surprising, though. After all, few media executives or leading
media researchers are clear about what gender issues are. Even fewer are
aware of how the media can promote gender equality but can also reinforce
traditional male dominance in society and stereotypical bias against
women.

That is why more than a decade after China announced that achieving
equality between men and women was a State policy, television programmes
and newspapers continue to sensationalize misfortunes of women migrant
workers and blame wives for the fall of corrupt male officials.

While farming women contribute more than 60 per cent of the country's
agricultural production, they hit only a very tiny percentage of news
headlines. The reason is the people who pay for the news products are not
interested in those who help feed and clothe them.

In TV advertisements, women always appear in ads promoting kitchenware or
washing machines, while men stand out more as successful professionals.

Some TV dramas and tales on the Internet are even more blatant, where
women's subservience to men is featured as the social norm.

What is sad is even the few women media executives are not aware of the
problems of gender inequality in media organizations and media coverage.

I once heard a Beijing media executive proclaim that she alone has proven
that gender is not a problem, because she was "doing superfine."

I myself grew up quite complacent about what I could achieve when I
compared myself with most of my male peers.

I took pride not only in my academic performances in school, but also in
hard physical labour in the countryside. There, I once competed with the
boys in carrying two buckets of water on a shoulder pole in the fields.
At lunch time, I ordered three steamed meat-rolls - the ration for boys -
but one more than the girls' ration.

My argument: I did as much as the boys did.

But later on, especially during the United Nations' Fourth World
Conference on Women, I learned a few personal successes cannot cover up
the fact that women on the whole are still disadvantaged in education,
employment and, especially, politics.

Even some of the most successful concede that although they double men's
efforts, they may still hit the glass ceiling.

Despite all the misgivings, I commend the chair, Professor Liu Liqun, and
her colleagues, for their pledge to shoulder a "heavy responsibility" to
promote women's media power and develop mainstream gender awareness in
media and society.

They seem resolved in what they will do, as Professor Liu proclaimed:
"Gender equality and empowering women are key features of the Millennium
Goals (set by the United Nations).

"Media, as an important part of society's communication, has a strong
impact on gender equality and development."

I can only hope for success in the centre's research and projections, and
wish more media researchers and workers follow suit and make gender
equality one of their key concerns in their work.

Above all, with 70 per cent of the nation's illiterates and more than
half of the poverty-stricken population being women, gender equality is a
major contributing factor towards a harmonious and well-off society.

Shanghai to launch one-year campaign to regulate housing market

Chinanews, Shanghai, July 25 �C Officials from ten departments in
Shanghai recently met at a meeting that aimed at regulating the real
estate market order in Shanghai. The ten departments agreed to launch a
one-year project to fight against speculative activities in real estate
market, an official from the Shanghai Real Estate Industry Association
said on Monday.
Investment in the real estate market rose slightly during the first half
of this year. The supply of houses generally met the demand.
At present, the total floor space of commercial houses under construction
exceeds 65 million square meters. The supply of houses can meet the
demand for them. However, during the second quarter of the year, houses
built near the city's outer ring road sold well, since some people bought
their first new houses for living and some, who already owned a house,
bought houses to improve their living conditions. In some places, houses
were in short supply.
During the first half of the year, investment in real estate market
increased slightly by 6.2% compared with the same period last year.
Transaction volume of commercial houses also increased. The total floor
space of new commercial houses that were sold reached 12 million square
meters. Among them, 2.35 million square meters were ancillary commercial
houses and 6.82 million square meters were stored houses. Their selling
prices remained stable. However, in recent two years, the housing price
tended to climb a little bit.

Six Party talks expected to end Fri.

The meeting of the heads of the delegations to the six-party talks
entered the second day on Thursday.

BEIJING, July 20 - The two days of Six Party talks to set a timeframe for
disabling the Democratic People's Republic of Korea's (DPRK) nuclear
programs, are expected to end Friday without a disarmament deadline, US
chief envoy Christopher Hill said late Thursday amid uncertainties over
the talks.
Hill believed the consensus given was "kind of not very successful",
although negotiators had a great deal of discussion on an overall
deadline.
But Hill said he still believed the DPRK could complete disablement
before the end of the year as expected, and was pleased with what had
been accomplished, describing the meeting as "the best one" he had
attended.
Hill said working groups would likely to meet by the end of August to
negotiate technical specifics on disablement procedures before all
parties reached an overall deadline.
The talks were originally scheduled to end on Thursday with a chairman's
statement, but were extended to Friday morning, to nail down a DPRK
disarmament promise and an unlikely specific timetable.
Hill said they would meet China's foreign minister Friday before China
issued a statement concluding the session, which would lay out the
sequence of events at the second phase, the tasks of all five working
groups, and a new round plenary session.
The six negotiators met on Thursday morning and held several rounds of
bilateral consultations in the afternoon in "a serious and pragmatic"
atmosphere, according to the Chinese Foreign Ministry, and in a
"businesslike" manner in the eye's of Hill.
Japan's chief delegate Kenichiro Sasae told reporters that China was
putting together the negotiation results to date for the next day's talks
and the eventual chairman's statement.
"There were points we agreed on, but we also have divergence," Sasae
said, adding the DPRK and Japan agreed on working together towards
resolving issues of common concern despite a longstanding rift.
ROK chief negotiator Chun Yung Woo said Thursday's meeting, in a "more
practical atmosphere", mainly discussed details of complete disablement
of nuclear facilities, and the Six Parties "made their proposals frankly".
Russian special envoy Vladimir Rakhmanin said the meeting was held in "a
friendly atmosphere". He also warned the participants not to "complicate
or simplify the problems discussed".
Given the complexity of the issue, it was hard for negotiators to reach
agreement on a disablement timetable, said the ROK negotiator, which,
observers say, was the likely reason for prolonging the meeting.
However, positive signals emerged after the first day of talks. Hill said
on Wednesday that the talks had been "very open and substantive
discussions". The ROK negotiator said the DPRK demonstrated its
willingness to disable its nuclear facilities and declare all its nuclear
programs "in five to six months".
Although the DPRK made no comment on the ongoing talks, it had held three
one-on-one meetings with the US. All chief negotiators held bilateral
consultations as soon as they arrived in Beijing.
Chun, the ROK negotiator, said earlier on Thursday that the DPRK this
time demonstrated "a practical and realistic approach", and if it could
maintain this "pragmatic" way, it would be helpful for setting a specific
action plan.
"It might be a controversial discussion about which step to take next,"
said Tao Wenzhao, a researcher with the Chinese Academy of Social
Sciences.
He said it would be a "strategic choice" for the DPRK to implement the
Feb. 13 joint document, and that trust was required between the DPRK and
US.
The DPRK has already shut down its Yongbyon facilities, the first step to
implementing the joint document, which maps out the specific steps for
the DPRK's nuclear weapons abandonment and financial compensation.
The six nations ended with a joint document during the fifth round of
talks in February this year, which was considered an initial action to
implementing a landmark joint statement signed in Sept. 2005.
The meeting this week was the first since the last round of talks went
into recess in late March.

10 tons of snakes being eaten every day in Changsha

Chinanews, Changsha, July 13 �C On July 11, a reporter from Sanxiang
Metropolitan News went to the Xichangjie Aquatic Market, the largest
aquatic market in Changsha to have a look. This reporter saw that lots of
snake cages lined up on both sides of the street in the market. There
were about ten snakes lying in each cage. With a rough calculation, this
reporter saw that in less than 50 meters, there were as many as 17 shops
selling snakes.
��Want some snakes? My snakes sell at 30 yuan a kilo, or 12 yuan each
after skins were stripped. The snakes in my store are all wild snakes.
Their meat is tender and delicious, ��a woman seller solicited this
reporter to buy it.
When this reporter told her that snakes were animals protected by the
state, the woman replied immediately: ��These are all stink rat snakes,
the most common type. It is not the rare species under the state
protection. Don��t worry. It��s legal to eat them. Right now, it is the
booming season for snake sale. We normally can sell 200-250 kilograms of
snakes every day. In the whole aquatic market, about 1,000 kilograms of
snakes can be sold every day. If it is illegal, we might have shut down
our business long time ago.��
Indeed, her business was really good. At her store, ten snakes were sold
in just 30 minutes.
In Changsha, about 10 tons of snake meat were eaten by people every day.
30% of these snakes were wild ones. Hunan is a province where lots of
snakes inhabit there. People in Changsha, consume the largest amount of
snake meat in China, according to information released by the Hunan
Provincial Wild Animals and Plants Protection Association.
If Changsha people eat 3 tons of snake meat every day, it will mean that
over 1,000 tons of snake meat are consumed in Changsha every year. If one
snake weighs about 1 kilogram, this will mean that about one million wild
snakes have been eaten. These one million snakes are able to kill 400
million rats every year.

July 13 - China's energy consumption per 10,000 yuan of GDP was 1.206
tons of coal equivalent in 2006, down 1.33 percent from 2005, Xie Fuzhan,
director of the National Bureau of Statistics, said on Thursday.
This was the first time for China to see an annual decline in its energy
consumption for every 10,000 yuan of GDP since 2003, indicating the
country was developing in a way that is less wasteful and damaging to the
environment, said Xie.
Total energy consumption in 2006 rose 9.61 percent year-on-year to 2.46
billion tons of coal equivalent, Xie said.
The energy consumption of secondary industry declined by 1.98 percent to
2.53 tons of coal equivalent per 10,000 yuan of industrial added value,
while that of primary industry and tertiary industry rose 0.14 percent
and 0.13 percent respectively.
Twenty-nine of the Chinese mainland's 30 provinces, autonomous regions
and municipalities saw their per unit GDP energy consumption decrease
last year, while northwestern Qinghai province reported an increase of
1.51 percent.
Figures for Tibet Autonomous Region are not yet available.
However, all regions but Beijing missed the target previously set for the
reduction of energy consumption in 2006.
The Chinese government set a target of reducing energy consumption for
every 10,000 yuan of GDP by 20 percent in the five-year period from 2006
to 2010. The goal for 2006 was four percent.

July 12 - The country's top food and drug quality watchdog yesterday
announced stricter rules for approving new medicines.
The move came a day after its former chief Zheng Xiaoyu, who headed the
State Food and Drug Administration (SFDA) from 1998 to 2005, was executed
after being found guilty of taking bribes to approve substandard and fake
medicines blamed for at least 10 deaths.
Effective October 1, the regulation aims to make the drug registration
and approval process transparent, and curb power abuse and corruption, Wu
Zhen, deputy chief of the SFDA, told a news briefing:
A collective decision - instead of a single person or department as was
the previous practice - has to be made by a special panel before the
green light is given to a new drug.
Pharmaceutical producers and R&D institutes alike will easily access all
information regarding approval procedures.
"Transparency is the enemy of corruption. That's why we have introduced
the new regulation," Wu said.
"Previously, pharmaceutical companies had to tap connections within the
SFDA to find out how their application for new drugs was being handled
and who was in charge of it," said a Beijing-based practitioner, who did
not want to be named.
Local watchdogs will be authorized to conduct preliminary approval
procedures to increase efficiency. This is a shift from the practice
introduced by Zheng, who in 2003 withdrew all approval powers from local
branches.
Companies found to have provided false information or samples will not be
allowed to apply for up to three years.
The SFDA will make surprise spot checks on drug producers.
In a related development, officials yesterday ordered small,
loosely-regulated food producers to clean up their act.
A notice posted by the General Administration of Quality Supervision,
Inspection and Quarantine on its website said that hygiene requirements
will be raised for food processors.
"By 2009, the number of small food processors will probably drop by 50
percent, and by 2012 no uncertified producer will remain in business,"
the notice said.
Rules ban the re-use of ingredients, and use of unapproved additives and
substances.
China has more than 448,000 food producers, of which half have incomplete
certification and one-third no certification at all, the notice said.
Three in four employ fewer than 10 people.
Ministry of Commerce spokesman Wang Xinpei told a regular news conference
that officials had noted the "doubts and comments" about Chinese food and
drugs in the international media.
"The problems of several individual products should not be extended to
the overall quality of Chinese exports," Wang said. "Chinese products are
recognized and accepted by overseas distributors and consumers."
Meanwhile, SFDA Director Shao Mingli was quoted yesterday on the
administration's website as saying that Beijing was capable of ensuring
food safety during the 2008 Summer Games.
China will serve as a "model for food safety" and for future Olympic
events, he said.

China's top political advisor on energy issue

BEIJING, July 8 - China's top political advisor Jia Qinglin said on
Saturday the energy issue is a key, strategic issue for China, the
world's largest developing country.
Jia, chairman of the National Committee of the Chinese People's Political
Consultative Conference (CPPCC), made the remark at a lecturing held by
the CPPCC Standing Committee.
He noted that the Party and government have been attaching great
importance to energy issues, making energy-saving a basic national policy.
The country's 11th five-year plan sets clear targets in the fields of
population, resources and environment.
The CPPCC has special advantages in building an energy-efficient and
environment-friendly society, Jia said, calling on CPPCC members to
earnestly investigate and study energy issues and raise valuable
proposals and advices to the Party and government.

China discussing timetable for resuming Six-party Talks

July 6 - China said Thursday it was discussing a timetable to restart the
six-party talks with the other parties involved in the issue.
"The parties have proposed various possibilities for the resumption,"
Chinese foreign ministry spokesman Qin Gang said at a regular briefing.
"We are talking to the other parties," he said, adding that China was
"open to proposals".
Russian Deputy Foreign Minister Alexander Losyukov was quoted by
ITAR-TASS news agency as saying on Wednesday that the talks could resume
next week.
Qin said the Chinese side "had noted the remarks of the Russian chief
delegate" and is consulting with other parties.
The possible resumption of the talks comes after a few weeks of shuttle
diplomacy. U.S. envoy Christopher Hill and Chinese Foreign Minister Yang
Jiechi have both visited the DPRK over the past fortnight.
The DPRK recently invited inspectors from the International Atomic Energy
Agency (IAEA) to inspect its nuclear facility, a step welcomed by the
international community and a positive sign for the six-party talks
process.
The IAEA has devised a verification arrangement in order to shut down and
seal the Yongbyon nuclear establishment after its five-day visit last
week.
Under an agreement adopted by the six parties on Feb. 13, the DPRK was
supposed to shut down and seal off its Yongbyon nuclear facilities within
60 days in exchange for 50,000 tons of heavy fuel oil or equivalent aid.
The spokesman said the six parties involving China, the DPRK, the United
States, the Republic of Korea, Russia and Japan share common goals and
interests, and have made promises on the issue, Qin said.
China will fulfill its promise "strictly and completely", Qin added.

Housing price in Beijing may decline after Olympics

Chinanews, Beijing, July 3 �C According to a recent report released by
the Beijing Olympics Economic Research Institute, the housing price in
Beijing will decline after the Beijing Olympic Games, the China Business
Times reported.
Beijing's successful bid for the Olympic Games has greatly pushed up the
housing prices in the city. The housing reform undertaken in Beijing and
the successful bid for the Olympic Games have triggered a round of
investment activities in the property market. At present, such investment
has become overheated and there are great bubbles in the real estate
market in Beijing, said the report on "The 2008 Beijing Olympic Economy".
The report cites an array of figures to prove that since Beijing won the
bid to host the Olympic Games, investment activities have surged in the
property market in Beijing. However, at present, such investment
activities have already become overheated.
It says that most of the new residents in Beijing are non-natives who
have moved to Beijing from other regions. Related figures show that in
2005, every household consisted of an average of 2.8 people. Based on
this standard, it is estimated that by 2012, there will be 200,000 new
families in Beijing. These new families will require 20 million square
meters of living space, a figure that is far below the actual floor space
of commercial houses currently being constructed. In light of these
figures, the report concludes that the real estate market in Beijing has
already become overheated.
The report infers that in recent years, the construction speed of new
houses has far exceeded the population growth in Beijing and people��s
demand for houses. Property developers overestimated people��s demand for
houses after Beijing won the bid for the Olympic Games. As a result,
there is an oversupply of houses in Beijing now.
Although supply of houses has already exceeded the demand, in Beijing the
housing price has not fallen. On the contrary, it has continued to rise
in recent years. At present, the housing price in Beijing has remained at
a high level, which is far beyond local residents�� affordability.

Tibet's first int'l bus begins operation

Chinanews, April 25 - Tibet's first international bus line linking Lhasa
and Kathmandu, capital of Nepal, began operation yesterday. The first bus
will depart at 9 am on April 29th.
Kong Chunfang, general manager of Himalaya Passenger Transport Co., Ltd.,
said that according to the Sino-Nepal agreement, the bus will be allowed
to complete eight trips every month. A single trip will take two days
(passengers will stay at Lazi County for one night), and cost US, which
includes beverages but not the price of lodging and meals. Passengers can
carry five kilograms of personal luggage and check fifteen kilograms for
free. The fee for overweight luggage is set at US per kg, and the maximum
compensation for lost luggage is US.5 per kg.
Kong said that the Himalaya Passenger Transport Co., Ltd., the exclusive
Chinese operator of the bus line, would provide aviation-level services.
The company will use two South Korean Hyundai luxury buses, which have 35
seats each and are currently the safest buses in Tibet. Each bus will be
staffed with two drivers and one conductor. The latter can speak
Mandarin, Tibetan, Nepalese and English. In addition, the buses are also
equipped with first-aid kits and drinking fountains and provide souvenirs
to passengers.

Sand sculpture festival

Zongzi-making record broken in HK
